The city's main library occupies the former City Hall at 110 Sejong-daero, Jung-gu. Its fourth-floor Global Collections includes books in English and other languages, foreign periodicals, and a Korea Collections section introducing Seoul and Korea in foreign languages. That last distinction is useful: foreign-language shelves are not necessarily shelves about Korea. Start with the collection that matches your question.

Global Collections is listed as open Tuesday through Sunday, 9 AM–6 PM. The General Collections on the first and second floors stay open until 9 PM on Tuesdays through Fridays, but that later time does not extend your fourth-floor browsing. On weekends, General Collections also closes at 6 PM. All times here are local to Seoul.

Monday is the regular closing day, with additional holiday and announced closures. At this fact check, the operator's September calendar lists September 7, 14, 21, 24, 25, 26 and 28 as closed. Check that live calendar again before setting out, particularly during the holiday week.

Korea Tourism Organization lists admission as free and confirms the address and the earlier closing of the world collections. Aim for an afternoon slot with time to read before 6 PM. Do not treat an open building, or a map listing with one closing time, as confirmation that every room is still accessible.

ACCESS · Reading here is different from taking books home

The operator says anyone wishing to view library materials may use the library. Borrowing, reservations and requests for preserved materials require a library card. A first visit can therefore be a reading visit without assuming you qualify to take anything away.

Some Global Collections materials, including embassy donations and serial publications, are for use inside the library only. Ask staff which items can leave the room or building, and consult current membership guidance if you want borrowing services.
